Different Explain Plans in Different Oracle 11.2.0.3 Databases

We are in the process of upgrading one of our remaining Oracle 10 database to 11.2.03.  As part of testing, we have observed that SQL performs differing in different databases that have identical parameters and have been created from the same backup.  The explain plans for the SQL is also different.

What could be the cause of this performance difference?  Statistic?  Any thoughts?
