SSO login issue for EBS instance

We are having an sso login issue for one of the users. We use OID for sso authentication for EBS instances. For this user, when the user logs in to OID SSO in qa, the user immediately gets the OID SSO screen for production. Cleared the internet cache and check the user's profile didnt find anything. This is the first time the user is logging into qa. Normally the user works only in prod. All other users are fine. Any ideas?
