To check SMTP is up or not usng UNIX and SQL

Hi ALL,1)I have a issue where i need to check from UNIX access whether the SMTP is up or not.
2)Please also suggest what are the possible implications of SMTP shutdown on the applications.
3)How are the workflow mailer and SMTP like and in which cases they differ.
