Buttons/Links not working

I am setting up an upgrade in my DMO instance and all appears well so far!

But .. when I enter the application navigations work fine but ...

Search Buttons do not do anything

many links do not work (links on specific pages - global ones work)

Tried clearing cache and restarting servers but no change ...

seems like the JavaScript or code is not there on inactivated.
