ODSEE 11gR1 Admin Console - can a delegated administration capability be configured (disable/enable

Is it possible to configure a limited role in the ODSEE 11gR1 admin console that would only enable and disable user accounts? The intention is to provide security or operations teams with just the ability to
disable or enable user accounts without full access to the Admin Console - separation of responsibilities.

Is there a recommended method for setting up this  type of functionality?
