ownership of files under /etc/ipadm, /etc/nwam and /etc/dladm

Hi,

We are trying to understand why the files  under the following directories are owned by netcfg:netadm and why not root:root or root:bin. We need to understand this as a part of our security audit process.

/etc/ipadm, /etc/nwam and /etc/dladm
