IB XML multiple transactions fail to load

We have integration broker set up and running in FSCM 9.0/PT 8.49 to use a vanilla web service. Everything is working for a request with only one transaction. We can run requests with single transactions and they work. However, when we put multiple transactions into one request, only the first one loads. Service Operations Monitor shows as "done" but the staging table only has the first transaction.
Does anyone have sample syntax that works for one XML request with multiple transactions?
We've tried many, many variations with/without PSCAMA and other tag combinations but have not found a solution.
