PET PGP Implementation for PT 8.51 on Linux App Server

***PLEASE NOTE:  This post is being posted for customers to comment and let us know if this has been set up sucessfully.  There are currently no accurate KM documents, and conflicting PeopleBooks reference to this, and I am posting this on customer behalf for other customers who might have successfully implemented this***
PT 8.51, trying to implement PGP PET with PeopleSoft.  Licensing for PGP has been acquired and yet, when trying to "Load Encryption Library", getting the following error:

"Library libPGPsdk failed to load. OS Error Unknown. (211,433)
DERIVED_CRYPT.LOAD_LIBRARIES.FieldChange PCPC:187 Statement:3"

stderr log file on the App Server says the following:
