shipment method for Wholesale/franchise order?

Hello Experts,
I have created wholesale order which i want to ship  but shipment form is not allowing me to ship Wholesale orders as "shipment' form is not fetching values from WF_ORDER_HEAD table .

Can anybody tell how can i ship Wholesale orders and how stock on hand will be updated in respective locations.
