PT 8.52 upgrade. Portal not displaying correctly

Hello,
We recently upgraded to PT 8.52. The app and webserver appear to boot with no issues. However when I log in, the portal does not display properly. i have attached an image of what I see.
I reviewed the install document for PT 8.52 and it don't believe that I accidentally skipped anything. Does anyone have any ides on what might be causing this?
