Windows maximum number of message queues

Does anyone know if there is a limitation on windows 2008 on how high the tuxedo IPC resource "maximum number of message queues"?  We are unable to start more application/batch/ib servers on the server even though we increase the number of queue resource.

Using peopletools 8.53.04 with tuxedo 11.1.1.2.0 on windows 2008 r2.
