Microfocus Cobol does not install properly after reinstallation

Microfocus COBOL Net Express 5.1 runing with 30 day license  was uninstall by mistake.  The product was re-install but we are getting error message when we attempt to open net express .  Please see attachment.

I believe the product did not unistlall properly.  Please advise if you have any recommedations.
