Question on multiple Access ID

Dear Experts,
One of our customer is planning to have an additional Access ID. The main objective is to restrict data-access for a set of users at database layer. PeopleSoft doesn't recommend multiple Access ID. I would like to know the demerit/risk of having multiple Access ID so I can recommend our customer accordingly.
