Cannot bring vnet / vlan tagged device online automatically in Solaris 10

I have a Solaris 11 hypervisor with a Solaris 10 guest domain. I have one switch primary-vsw1 that is tagged to a half dozen vlans. 

When I create /etc/hostname.vnet252000 on the guest it fails with the following message:
