Messages stuck in JMS queue

Hello,

Why the messages stuck in JMS queue in Oracle Retail while flowing from one Oracle Retail applications to another.  What are the possible reasons behind it and what all precautions are required to get rid of it.

Example

 Instance : rib_sim_server
 RIB APP  : rib-sim

1  - WLS/JMX Utilities Menu             7 - RIB Health Menu               13 - RIB Admin menu
2  - JMS Utilities Menu                     8 - Hospital Scan Menu            14 - Archive RDMTLOGS
3  - PUB/SUB/TAFR Msg Menu        9 - JMS Topic Scan                15 - View history log
4  - Switch WLS/JMX Config          10 - JMS Switch                   16 - RIB Health scan
5  - Scan RIB Logs                         11 - JMS Config
