PeopleTools 8.53 Activity Guide Pagelet

I am trying to generate a pagelet for a custom activity guide. On step 5 of the Pagelet Wizard, the Pagelet Preview does not list the action items in the activity guide. Instead, the following message appears:
You do not have Contributor access to the Activity Guide instance 'PERSINFOLL2019'
I have used the Data Type of Activity guide in Step 2. Both the activity guide template and instance have contributor access set to a role that is assigned to my user profile. What else is needed to assign contributor access to an activity guide?
