Provisioning and updates controlled via incoming messages through SPML2

Fully automated provisioning.

Issue:

Under certain circumstances, a resource will not be provisioned. The SPML2 message comes in, is processed but the resource is not provisioned. When you View the user, and click on the "Roles" tab, you can clearly see that all the appropriate Business, IT, and Application roles have been assigned. If you then look at the Audit Log for the individual, there is no Create request for the resource. If you then send the exact same SPML message, even seconds later, everything works properly.
