APP-IEX 240476 1 promises applied and saved without a note

Hello,
In R12, the users are receiving this message when saving a Promise to Pay:  'APP-IEX 240476 1 promises applied and saved without a note'.  If they query that account later, the note does display. 

I've looked on MOS and cannot find a direct hit for that error code or the message.  Can anyone provide insight as to why the user is receiving this message?
