Favorites lost for some users after PeopleTools Upgrade from 8.51 to 8.53.

After upgrading our tools from 8.51.16 to 8.53.04 we have found that some people's favorites are still available but some lose their favorites.  Further, when users go to re-save their favorites they get a message about the favorite already existing and asking if they want it replaced.  Also, it's not consistant between environments.  For example, one user lost his favorites in our development environment but not in our system test environment. 

Any ideas on what to look at before we go to Production with 8.53?
