Report on delegates in workflow

AS part of audit our company needs to know who has setup who as delegates. TO monitor this activity we need to come up with a report reporting the person and his/her delegates. Is there any such report available? If not, where do I see this information stored? Has anybody generated such a report in past?
All help appreciated.
