OIM SSO Page Redirection

Environment: Identity Management 11.1.5 (Oracle Fusion Application Edtion)

Issue:

Accessing OIM page (http://server:7777/oim), I get below message from the browser:

<html><head><title>Oracle Access Manager Operation Error</title><META HTTP-EQUIV="Content-Type" CONTENT="text/html; charset=utf-8"></head><body><h1>Oracle Access Manager Operation Error</h1><p>No message for Location %1 in an ObUserSession constructor is not a valid host.</p><p>Contact your website administrator to remedy this problem.</p></body></html>

However if I access OAM (http://server:7777/oamconsole) first, I'm redirected to SSO page and able to login. Then I access OIM page again and able to access.
