how to override pssqr.ini in process scheduler

I am running an sqr through the process scheduler.  The sqr selects and outputs data that contains Polish characters.  pssqr.unx is set to Latin1 so it does not interpret the Polish characters correctly.  When I change it to UTF-8 it works perfectly.

Rather than change the pssqr.unx, which is used by all of our sqrs, I just wanted to change the pssqrpol.unx to use UTF-8 and then override the command line for the process so it uses the pssqrpol.unx instead of the pssqr.unx.

I have tried many ways to just override this part of the command line but have been unsuccessful.  Currently I placed pssqrpol.unx in the command line override as prepend, but then it looks like this:
