Difference in gateway.properties file when accessed from PIA and when opened from PSIGW folder under

HI,
When i open the gateway.properties file by going itto the directory web server domain\application\peoplesoft\psigw , i see some values which are not the same when i open the gateway.properties file from PIA by navigating to Peopletools->Integration Broker->gateway setup->gateway.properties file . I tried clearing the web server cache, restarting the web server . Even then i see whole different values from both the places .If i make any change from any of the two places, its not reflecting when accessed from other location.
Could someone clear the following point ?
- I believe there is only one gateway.properties file kept under web server domain. when we access the file from PIA, where does that get picked from ?
