Issues with pay104cn.sqr

Hi Guys,
We are on HCM 9.0 PT 8.49. We are facing performance issues with the SQR - pay104cn.sqr. As per the Oracle DOC ID - 619804.1, we have already converted all the function based indexes to Normal indexes. Also, we have performed the following operations -

1) Rebuild Indexes of the tables involved in the sql.
2) As per Oracle suggestion, changed the function based index of the tables concerned to Non- Function Based index.
3) Analyze the tables & compute the stats.
4) Gather Stat for the respective tables

Can you please suggest?
