How to configure Notification mailer

Hi There,
What is the difference between Workflow notification mailer and notification mailer.  Please also advise how to configure notification mailer.

Application: Oracle ebs R12 (12.1.2)
Db: 11.1.0.7
Os: Oracle Linux5X86*64
