PeopleSoft AppDesigner Change Control Locking all objects

Hi Everyone,
We are planning to implement the Change Control feature of PeopleTools for our development environment ( FSCM 9.1 , PT 8.51). We would like to use the option of locking all object by default and release specific objects to the developers as and when needed. We would like to know if any of you have implemented Change Control this way, and if you are aware of challenges implementing the 'Lock All' option.
