Nvision Client doesn't launch

 I have PT 8.51 with Oracle 10.2.0 installed on a Windows Server 2008 Standard Pack 2, and whenever I try to launch nVision, nothing happens. The PeopleTools is working fine on the box, and Excel 2007 opens up correctly. I am using a local admin account.
