Change assistant is stuck at "Create template" step while creating change package.

Hi All,        I am encountering weird issue with Change assistant while creating change package for Tax Update from HCM 9.2 Image 2. Change assistant is stuck at "Create Template" step for last 3 hours. I checked all the log files but don't see any error message. Any help would be greatly appreciate.
