Oracle Access Manager + OID License

Hello All
We have Oracle EBS 12.1.3 configured to work with 10g OSSO + OID, if we like to upgrade it to Oracle Access Manager (11.1.2.1.0) + OID (11.1.1.7.0), do we need license for Oracle Access Manager and Weblogic server ?
