Regrading OOTB functionality of Disabling/Deleting Organization with System property(ORG.DisableDele

Hi, 

As per oracle document(http://docs.oracle.com/cd/E21764_01/doc.1111/e14308/system_props.htm),

 Section 4.1

Organization Delete/Disable Action

 

If this property(ORG.DisableDeleteActionEnabled) is set to TRUE, then users can disable/delete the organization even if the organization contains users and suborganizations.

 

If this property(ORG.DisableDeleteActionEnabled) is FALSE, then users cannot disable/delete the organization if the organization contains users and suborganizations.

 

The default value is FALSE.

 

But,

 

When, I make that system property(ORG.DisableDeleteActionEnabled--> TRUE)  and try to disable/delete an organization, I am getting an error saying that

(You are not authorized to access the organization details
