India Localization menu and Taxes not appearing after upgrade from 11i to R12

HI

We are in Process of Upgrade from 11i to R12 and during the stage of 12.1.1 the India Local menus and Taxes does not appear while navigating as were appearing in 11i

What is the reason for this?
