Oracle ESSO PR Question Modify,Enrollment & Reset Problem

I have installed eSSO Password Reset Server 11.1.2.0.0 in Microsoft Windows Server 2008 R2 SP1 & configured following the instructions in "Oracle Enterprise Single Sign-on Installation guide”. During the configuration, service account 'SSPRWEB' and "SSPRRESET" was the member of "Domain Users”, “Domain Admins", "Schema Admins" and "Local Administrators" group in IIS Server 7.0.After completing configuration I revoked "Domain Admins", "Schema Admins" permission from both service accounts. Then I reset a domain user's password successfully.

-But next time when I tried to modify an Enrollment Question I got an error "Access Denied";

-when I try to re-enroll I got the error "Unexpected Failure: Access is denied."
