How to ensure that a workflow is in WF_DEFERRED table?

Hello,
What could be the reason as to why a workflow based on Event Subscription has not got launched?

I do not see any records in wf_items for that particular item type. However, I can see that there are records on the same day in table WF_DEFERRED.

How to make sure that these belong to the workflow which I am trying to launch?

Do we need to check if it is stuck in WF_DEFERRED table?
Also, observed that WF Deferred Agent Listner is down. Could this be the reason why the workflow has not got launched?
