Item Independent BOE not available for application on PO receipt

Dear All,

We are not able to apply BOE onto the PO receipts. Followings are the steps to reproduce-

1. Create a BOE with Item Independent Flag set to Yes.

2. Make payment of the auto generated AP invoice payable to Custom Authority.

3. Create accounting of AP invoice and payment.

4. Create PO receipt with Custome Duties

5. Click on the Apply BOE button.

6. No BOE is available for application.

Can somebody help us on this issue?
