EBS Tax Setup for India Localization

 Hi,
I need help in setup of EBS Tax (Dummy) for AR. My Org structure is one ledger-One legal entity-One OU.

To setup the EBS Tax, I have refereed the IL Implementation guide. However need some clarifications :

a.  do we first need to setup Global Configuration owner and then copy the structure to Legal entity and Operating Unit.

b. Currently I done the setup for Legal entity and Operating unit. However, its throwing up error.

Desperately in need of clarification as I have to setup the instance.Thanks for all the help in advance.
