Precisions on "Show in UWQ As Pending" action

Hello All,

I saw the ability for a user to choose the following actions for a work item transaction from the "Actions" menu:

- Show in UWQ As Pending

- Show in UWQ As Complete

If, for instance, Business Level is set to Bill-To level and a user set a given bill-to site in "Pending", does it means that related stratagy is "on hold" until is brings back it status to "Active" (it would be a great news for me if my assumption is right)? If I am right, is the only possibility to bring back the strategy active to set manually as "Active" by the collector?
