setting SSO log out option in RPAS application log out page

hi,

1) we have set SSO URL in config.properties file which works fine during the normal application running.
2) when the RPAS server is down and wehn we login to SSO URL, we get an error that the server is down and cannot login to the application page.
3) we want log out option along with that error message.
4) where do we set that log out option and how can we set it?

can anyone tell me how do we do it and where do we do it?
