How to prevent scheduled query from distributing empty reports

Hello,

I'm trying to schedule a query for the users to identify transactions that require action.  If the query return 0 (zero) rows, the users are still receiving the distribution.  I'm wondering if there's any way to prevent the distribution of the query.
