Help needed with FSCM 9.2 installation

Hi all,
I am trying to install PeopleSoft FSCM 9.2 for the first time. I have obtained all relevant files from edelivery.oracle.com for "PeopleSoft Financials & Supply Chain Management 9.2 Media Pack for Microsoft Windows x64 (64-bit)" .

According to the installation guide, the first step is installing PeopleTools.

So basically I am following the Peopletools installation guide right now ("PeopleTools_853 _Installation_for_Microsoft_SQL_Server.pdf") and getting stuck at Chapter 6 "Creating a database".

According to screenshots in the doc, there should be a "Peoplesoft FIN/SCM Database" available as a database to load. However, all I am seeing is "PeopleTools System Database - US English"
