Weblogic 9.2 issue - Cannot create session for : <USERID>

Hi Guys,
Users are unable to signin to the peoplesoft application. They enter the login ID and password and press sign in. The page just goes on processing and they are never signed in. The application server queue is completely idle and they are no users connected to the database. The DB is completely free.
It seems that the request is not even passed on to app and db servers. When checking web server logs - .PIA_stderr.log file does not have any errors. PIA_weblogic log seem to have a strange thing - It continuously says - cannot create session for user : <USERID>. Now this ID is a peoplesoft super user. The application server is not booted with this user. They user is not locked as checked in PSOPRDEFN.
