ExcelToCI2007.xlsm - getting run-time error '438' on enable macros

I open the ExcelToCI2007.xlsm spreadsheet and click on Enable Content, the macro (regLangMcro.xla) runs, then I click on Enable Macros I get the run-time error '438'  Object doesn't support this property or method.  The 3 files needed (reglangmcro.xla, excelToCI.vbs and ExcelToCI2007.xlsm) are in the directory I am opening it in.  I have downloaded the files from Oracle Support and still have the issue.  Has anyone else experienced this issue?
After posting this we found out that the issue was due to the security on the server and our work stations.  Once we signed on as administrators to our system the spreadsheets work.  Here are the steps we did
