AP_VCHR_MESSAGE_OUT Message Type

Hi,
AP_VCHR_MESSAGE_OUT is out of the box service in PeopleSoft and wondering if anyone has written a service that uses it? I'm curious to know what is the output of this service? Is it a SOAP Request? HTTP Post request? or etc. I built a SOA composite application and when I receive a request from I get this exception:

oracle.j2ee.ws.saaj.soap.SOAPVersionMismatchException: Mime Header Content-Type: text/xml requires SOAP envelope namespace: http://schemas.xmlsoap.org/soap/envelope/: Mime Header Content-Type: text/xml requires SOAP envelope namespace: http://schemas.xmlsoap.org/soap/envelope/

Has anyone seen this before or used this service before?
