[On behalf of Customer} Automated upload of over 1000 Allocation Steps

We need to load over 1000 allocation steps due to reconfiguration of business rules.  Can this be automated if we create a flat file of data to load to the ALLOCATIION tables?  If so, what can we use to upload the data - e.g. datamover script, component interface, SQR, or ?
