rtncd=8097 when trying to use the app designer

I have been using the same computer for months now and as far as I know nothing has changed anywhere, but starting this morning, I am no longer able to log into the app designer.

I continue to get these messages:

File: SQL Access ManagerSQL error. Stmt #: 2  Error Position: 0  Return: 8097 - Oracle initialization error

Invalid User ID and password for signon.

When I look int he PSCFG_TRACE file I see that there is this error:

ERR rtncd=8097 msg=Oracle initialization error

I can log into the database fine when using the web. 

Like I mentioned, until today, I have always been able to log in with no issues.  The DBA has confirmed that nothing has changed on that end.
