Why is the most effective dated tree not returned in query?

Hi,

We added a new account to one of our trees (GM_INVOICE) and saved it with an effective date of 01/02/2012. The original GM_INVOICE tree has an effective date of 01/01/2010. However when running the query below, the new account is not returned in the results. It appears that the issue resides in the PSTREESELCTL table as running a query against it (PSTREESELCTL table for tree GM_INVOICE), only one row is returned that of 01/01/2010.  I am not that familiar with PeopleSoft trees but do not recall any processes to be run after updating a tree. Is the something we need to
