Question Regarding WF_LOCAL_USERS WF_LOCAL_ROLES

Hi Experts
Could you share me with your opinion about the following questions?

Regarding the two tables
WF_LOCAL_USERS 
WF_LOCAL_ROLES

1. By which operation, the user data will be inserted into the tables?
eg:create a user on the user define page
      run Synchronize Workflow LOCAL tables after create a user

2.By which operation,EXPIRATION_DATE of WF_LOCAL_ROLES table will be set a value?
