Collections Level Priority Order - Multiple Collection Levels in a Single Operating Unit

I am trying to understand if you can have a single operating unit with two different collections levels, ie, some customers with a collections level of delinquency and some with a collections level of Account.

I found some documentation and it says:

"The priority order of the defaults are as follows: Customers, then Operating Unit, and last, System, as the defaults are applied from the lowest level to the topmost level.

So the Collections level specified at customer level or party level has priority over the Collections level specified at the operating unit. And further the Collections level specified at operating unit level has priority over the Collections level specified at the system level. "
