How to get OIM Resource Administrator in SOA

Hi Experts,
I am using IAM_11.1.2.1.0 and SOASuite_11.1.1.6.0, I have develop a SOA Composite, where first approves is lime manager and second approves is  Resource Administrator. My problem is I can't get Resource Administrator role form payload.

Can any one help me figure it out. In R1 we are using some java code to do this type of operation, in case of R2 what is the process.
