Internet Explorer cannot display the webpage - Error

Hi Community:

We are receiving "Internet Explorer cannot display the webpage" intermittently while navigating PeopleSoft Financials 9.1 on Tools 8.52.07.  We are not seeing errors in the app or web logs.  Typically, when we click refresh the error goes away.

We use:
Windows SQL Server 2008 R2 SP1
Tuxedo 10gR3 with VS2008 RP 069
Weblogic - jrockit-jre1.6.0_20-R28.1.0, Windows x64
PeopleTools 8.52.07
Financial 9.1 FP2 B26
IE 8
