RFU for 9.2 upgrades

 Hello Gurus,
My team has completed the Initial Pass of an upgrade from HCM 9.1 to 9.2 (actually a part fo 3 step upgrade from 8.0 to 9.2). Required for upgrade fixes where available for upgrades to 9.2 When we started the Initial upgrade pass (june 2013). Now it looks like there has been a change in policy and RFU patches are no longer available for download from MOS. PUM is the only option now.
While I agree that PUm is a wonderful tool for applying updates on to a customers environment, I feel otherwise for using PUM for delivering RFU patches. 
The ability to select which bug fixes (from any regular patch or tax update) are required for your environment makes the customers life quite a lot easier. However in my opinion this kind of selective patching doesn't make much sense for RFU patches. This is because since Oracle recommends to apply all upgrade bundles you have to select all RFU fixes available in PUM and apply those to your upgrade source.
